FCC considers cutting subsidy that lowers internet rates for schools. Will it reduce screen time?

The Federal Communications Commission proposed changes to a program that gives discounted internet rates to schools and libraries. One goal is to help reduce kids’ screen time, but advocates say it isn’t so simple.
