Lugar Replaces Helms as Foreign Relations Chair

Indiana Republican Richard Lugar prepares to take over the chair of the Senate Foreign Relations Committee, as longtime chair Jesse Helms retires. Lugar, who held the post in the 1980s, says he hopes to revitalize the committee and foreign policy debate. NPR's Michele Kelemen reports.
