Minnesotans Question State's Ailing Insurance Marketplace

Minnesota spent $100 million dollars on creating its new health care website, and while the state has added some 180,000 people to insurance coverage, some are asking whether it was worth it for the state to embark on its own — or even have an exchange at all.
