A new rule from the U.S. Environmental Protection Agency will allow power plants to discard coal ash in unlined ponds through April of next year. In some cases, that deadline can be pushed back as far as 2028.

A major utility in Idaho is committing to 100 percent clean energy by 2045. Idaho Power already finalized agreements to part ways with two coal-fired power plants and is still discussing breaking with a third in Wyoming. It owns one-third of the Jim Bridger plant and is working with Pacificorp and regulators to either reduce emissions or exit participation from the plant. It expects to import more clean energy from the Pacific Northwest.

Early one November morning last year, Devils Tower Senator Ogden Driskill got a call from Afton Senator Dan Dockstader.

"He'd discovered that Rocky Mountain Power was accelerating closure of a number of their coal-fired units down around Kemmerer in his district," Driskill said.

The U.S. Environmental Protection Agency announced revisions on an Obama-era regulation limiting carbon dioxide emissions from new power plants. The EPA wrote that the rule discouraged new coal development by requiring unproven carbon capture technology. Wyoming Mining Association's Travis Deti said there's still a lot of uncertainty around coal, but this deregulation could help that.

The EPA is expected to announce a rollback of regulations on coal-fired power plants. Meanwhile, two new reports could cast some doubt on that decision.

In southwest Wyoming, the Kemmerer coal mine is the largest contributor of tax revenue to Lincoln County and a big employer. It's owned by Westmoreland Coal Company, which has filed for Chapter 11 bankruptcy. It's one of the largest and oldest coal producers on the continent and some think it's another sign coal markets are not bouncing back, despite the Trump administration's efforts.

An electric power cooperative could save over half a billion dollars by transitioning away from coal to renewables by 2030. That’s according to an independent analysis of the Tri-State Generation and Transmission Association portfolio. The association, however, criticized the report as lacking in expertise.
