On Saturday afternoon a vigil for Robbie Ramirez was held at the Laramie Skatepark. The 39-year-old Laramie resident was shot and killed a week ago by Albany County Sheriff's Deputy Derek Colling following a traffic stop.

Albany County Sheriff Dave O’Malley said in his first 30 years in law enforcement he encountered heroin only twice, but now illicit drugs -- including meth and cocaine -- are something his department deals with all the time.

 

For those individuals struggling with addiction who end up in the Albany County Detention Center, the immediate shift to sobriety can bring on intense physical and emotional stress, according to O’Malley. That’s why he wants to start offering inmates acupuncture to relieve the side effects of withdrawal.

Deputies with the Albany County Sheriff’s office and University of Wyoming police department officers have been trained to use Narcan, a nasal spray that can reverse the effects of opioid overdoses, in hopes of preventing drug-related deaths.

Opioid overdoses have been on the rise nationally, and Albany County Sheriff Dave O’Malley said the Laramie area has experienced several such deaths in the last couple of years.

It’s impossible for someone using substances to know when they might overdose, said O’Malley, partly because it’s not easy to know the strength of narcotics.

A hire made three years ago by the Albany County Sheriff’s department is now coming under increased scrutiny. Deputy Derek Colling was fired by the Las Vegas Police three years ago for beating an unarmed man.

The victim was videotaping Colling during the incident. He was later awarded 100-thousand dollars in a settlement with the Las Vegas Police. Albany County Sheriff Dave O’Malley says that did not affect his decision to hire Colling.

An investigation into the shooting of a Centennial pastor has concluded that the so called victim turned the gun on himself. According to Albany County Undersheriff Rob Debree says misdemeanor charges have been filed against 44 year old Dennis Lynn Davis for a false report.

Debree says that eight deputies were sent to investigate a burglary and shooting at the Centennial Valley Community Church on Tuesday evening. Davis says he was shot by a burglar during a struggle. He was airlifted to the hospital.
